The Mahatma Gandhi National Rural Employment Guarantee Act repeal bill was introduced in the winter session of Parliament. After the Lok Sabha, the bill was also passed in the Rajya Sabha. But a month before the bill was introduced, the names of 1.63 million workers were excluded from various projects under the Employment Guarantee Act.
Union Minister of State for Rural Development Kamlesh Paswan gave the information about the exclusion of names in a written reply to a question in the Lok Sabha.
The names of these workers were omitted for 36 days before the bill was introduced. It is worth noting that the bill was introduced in the Lok Sabha on December 16.
The report reveals that the names of more than 1.6 million workers were excluded from October 10 to November 14 of this year.
Since Narendra Modi came to power, the 100 Days of Work project has been hampered in various ways. New rules have been introduced for the work in this project. Mandatory submission of information on mobile has been introduced. The ministry informed Parliament that multiple job cards, departure of workers, shifting from panchayat to city, as well as the names of the deceased, have been omitted.
The 'VB Ji Ram Ji' bill has been passed in Parliament, repealing the existing law. The responsibility of the Centre for project cost for the work has been changed. In the previous law, the state had to bear 35 percent of the cost of equipment.
The new bill has given 40 to 100 percent responsibility to the states. Experts fear that financially distressed states will be forced to cut projects.
Despite repeated challenges to the 100-day work law, this project has generated an average of 200 crore labor days per year. Social assets have been created in the villages. About 5 crore families have received employment opportunities. Half of which are women. The share of Scheduled Caste and Tribal workers remains at around 40 percent.
