Protests against the Transgender Persons (Protection of Rights) Amendment Bill, 2026 are gaining momentum. More than 140 lawyers, feminists, human rights activists and civil society representatives have appealed to President Droupadi Murmu not to assent to the bill. She should return the bill to Parliament for reconsideration under Article 111 of the Constitution.
The memorandum submitted to the President by the All India Feminist Alliance and the National Alliance for Justice, Accountability and Rights said that the bill was passed in Parliament in an unusual hurry. There was no necessary discussion, review and consultation with the people of the concerned communities. The bill should have been sent to a standing committee or a select committee for detailed discussion and opinion. It has been alleged that this bill was brought to Parliament on March 13. Many MPs did not even get time to read it. The 'Pre-Legislative
Consultation Policy, 2014' was not followed in this case. In a democratic system, public opinion, expert opinions and parliamentary committee review are very important before passing any important law. But in the case of this amendment bill, that process was not followed. After 11 days, the bill was passed in the Lok Sabha on March 24 and the next day, in the Rajya Sabha on March 25.
Earlier, when the bill was raised for consideration, opposition MPs had repeatedly demanded that the bill be sent to the Standing Committee. It is also alleged that the bill was passed suddenly, even after the reply to the discussion on the Finance Bill was postponed. There are also questions about whether the BJP government deliberately avoided the debate and passed the bill. Despite the opposition walking out of the Lok Sabha, the bill was passed by voice vote.
