CPI(M) General Secretary MA Baby has written to Prime Minister Narendra Modi demanding the withdrawal of the Foreign Contribution Control Act Amendment Bill.
Baby told Modi in his letter that since 2016, several amendments have been made to the Foreign Contribution Control Act. There is definitely a need to control foreign contributions for the security of the country. But the purpose of the amendments is to create an atmosphere of panic. As a result, various institutions, including various NGOs, are facing problems.
The bill will allow the government to directly seize funds by creating an executive body.
Baby claimed that the amendment gives the government the power to seize funds without a judicial order. This power should be abolished. The legal framework should be finalized after detailed discussions with the various stakeholders.
The government introduced the bill in the Lok Sabha during the budget session of Parliament on March 26. The bill proposes the creation of a special government agency to seize assets. As a result, there is a risk of administrative interference beyond limits.
Baby said that the work of various NGOs involved in human rights, environmental protection or minority welfare will become more difficult as a result of such restrictions. It will also be impossible for organizations that criticize the government by highlighting its shortcomings to operate.
Although the bill has stricter controls, the state government has taken the opposite position. To implement the Foreign Donations Control Act, the state government will have to take the approval of the center. Baby raised questions to the Prime Minister about this part of the bill. He said that under the federal structure, the state government has its own authority. This proposal is an interference in the authority of the state government.
