Election Commission's new guidelines regarding SIR. The admit card of secondary school is used as a very important document. It is used now, it was used before. But now the National Election Commission is reluctant to accept it. The Election Commission issued a notification on Thursday stating that secondary school admit cards containing age proof will not be accepted in SIR hearings. The Commission has sent a letter to the State CEO's office informing that the Madhyamik (Class 10) admit card is not being approved as an acceptable document for hearing. The Commission informs that the notification issued by the Election Commission on October 27, 2025, did not mention the Madhyamik admit card as a document. Therefore, it cannot be accepted.
The 11 documents previously mentioned by the Election Commission for the SIR process included a secondary school certificate as acceptable, but not an admit card. The argument was that the certificate mentioned the date and year of birth. Later, a request was made to include the secondary school admit card as a document. The Election Commission did not approve that request.
Incidentally, due to information discrepancies between the enumeration form and the previous voter list, many voters are being summoned for hearings, who will have to show one of the 12 specified documents. However, the notification issued by the Election Commission on October 27 does not mention the Madhyamik admit card as a verification document. It is among the 12 documents mentioned by the commission.
1. Any identity card/any regular employee of Central or State Government/Public Sector Undertaking. Pension payment order given to the pensioner. 2. 2. Any identity card/certificate/document issued in India by the Government/Local Authority/Bank/Post Office/Life Insurance Corporation of India/Public Sector Undertaking on or before this date, 1987 3. 3. Birth Certificate issued by the competent authority 4. 4. Passport 5. 5. Matriculation/ Educational Qualification Certificate issued by a recognized Board/University 6. 6. Permanent residence certificate issued by the appropriate authority of the state. 7. 7. Forest land surplus certificate. 8. 8. Other Backward Classes/Scheduled Castes/Scheduled Tribes or any other caste certificate issued by the competent authority. National Register of Citizens (in all cases where it exists). 9. 10. State. Family register prepared by local authorities. 10. 11. Government certificate of allotment of any land/house. 11. 12. 12. Aadhaar card has been added after the Supreme Court order. 13. The commission has said that the Madhyamik certificate is acceptable among the 12 documents as it mentions the year and date of birth. There was also a mention of educational certificates issued by a recognized board or a recognized university. However, there was no mention of the admit card of secondary school. However, the admit card was accepted district by district. The State CEO's office and the District Magistrates held a video conference to discuss the issue of getting the admit card. Then the state CEO's office wrote a letter to the National Election Commission.
