Personal information cannot be collected in the census process. Census information cannot be sent to other databases. The method of collecting caste identity must be made scientific. CPI(M) General Secretary MA Baby has raised this demand in a letter sent to the Registrar General and Census Commissioner. CPI(M) has raised a total of seven demands regarding the census process.
During the second phase of the census, the government is asking for details about the religion of the parents, place of birth of the parents, bank account details, Aadhaar and other government identification.
In a letter to the President, Baby has demanded that this process be stopped in the census. He said that the census data cannot be sent to the database of voter lists, Aadhaar and social welfare schemes.
The CPI(M) has said that it must be ensured that no citizen is identified or names are excluded from the voter list using the census data.
The CPI(M) demands that the relationship between the census and the delimitation of constituencies be explained to the public with clarity.
Baby expressed concern that there may be attempts to exclude some of the specially abled from the census process. He claimed that each of the 21 types of special abilities mentioned in the relevant law should be included in the census.
The census is conducted by the Registrar General’s office under the Union Home Ministry. Baby wrote to him that the census process is being used to give political benefits to the BJP. Questions have been asked that were not asked in the past. Information about parents or religious identity, place of birth were not asked in the past census. Moreover, there are also flaws in the method of collecting information in the second phase of the census.
Baby wrote that while retrieving Aadhaar information from bank accounts, it is not being informed that providing all the information is not mandatory.
Baby also expressed concern about the possibility of linking census data to other databases. He said that the census and the SIR are supposed to be two separate processes. But the way personal information is being collected in detail has the potential to be used to amend voter lists or use it in the National Register of Citizens.
Regarding caste enumeration, Baby said that there is a pre-prepared data list only for Scheduled Castes and Tribals. For the rest, the surveyors are mentioning ‘what has been reported’. As a result, there may be problems with caste-related data.
